RFC 7946 dump (`EXPORT GEOJSON`) is a FeatureCollection with **no `crs` member**, Point-only, tenant fence. Empty tenant refused. GEO_OFF refused. We do not auto-seed. CSV+WKT is a sibling dump on the same fence. OGC items analog: landing / conformance / collections / items `bbox`+`limit`+`next`, CRS84. Token never copied onto `next`. SET GEO PACK (STR / MORTON / HILBERT / INSERT) is a rebuild recipe — not engine 3.
